Department of State (DOS).
The position serves as senior industrial hygiene and environmental compliance technical expert coordinating the work of contractors at Foreign Affairs Security Training Center (FASTC) site located at Fort Pickett, Blackstone, VA.

Acts as recognized authority on sustainability programs.
Acts as program administrator for certain health and safety programs with FMS, and is responsible for the development, periodic update, and occasional auditing of the programs.
Implements comprehensive industrial hygiene program that deals with changing requirements and hazardous conditions in workplace.
Develops, implements, & evaluates plans dealing with hazardous environmental conditions by assessing strengths and weaknesses and by exploring alternatives that can be made in to work methods, processes and procedures (SOPs).
Responds to emergency situations involving explosive, chemical, biological or radiological threats which may involve the use of personal protective equipment.

Time-In-Grade Requirements:
Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants MUST meet the required basic entry qualification requirements described below.
BASIC REQUIREMENTS:
The education must be accredited by an accrediting body recognized by the U.
S.
Department of Education at the time the degree was obtained.
Applicants must meet one of the following requirements:
A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science;ORA bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; ORCertification from the American Board of Industrial Hygiene (ABIH).
Courses in the history or teaching of chemistry are not acceptable.
Evaluation of Education:
All science or engineering courses offered in fulfillment of the above requirements must be acceptable for credit toward the completion of a standard 4-year professional curriculum leading to a bachelor's degree in science or engineering at an accredited college or university.
For engineering degrees to be acceptable, the curriculum must be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum.
Evaluation of
Experience:
Qualifying experience involves the recognition, evaluation, corrective actions, and elimination of environmental conditions in the workplace that causes sickness, impaired health, or illness.
This experience must demonstrate a professional knowledge of the theory and application of the principles of industrial hygiene and closely related sciences such as physics and engineering controls.
Such work must have involved experience in all of the following areas:
the acquisition of quantitative and qualitative data, and the measurement of exposures for a variety of chemical, physical, and biological stresses; the analysis of the data acquired and the prediction of probable effects of exposures on the health and well-being of workers; and the selection and recommendation of appropriate controls, including management, medical, engineering, education or training, and personal protective equipment.

IN ADDITION to meeting one of the basic qualifications requirements listed above, the applicant MUST have at least 1 full year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
This experience is related to the work of the position and equivalent to at least the GS-12 level in the Federal service.
Qualifying specialized experience must demonstrate the following:
o Experience providing comprehensive industrial hygiene and occupational safety services in a complex industrial environment, such as exposure monitoring, health and safety audits, mishap investigations, and review of renovation and construction projects for potential health and safety issues.
o Experience developing and managing health and safety programs, to include policy development, planning and executing program activities, establishing goals, providing training, and reporting status of programs to management.
o Experience with a variety of industrial hygiene sampling and monitoring equipment, compiling appropriate exposure data, and preparing detailed technical reports with recommendations to control or eliminate hazards.
o Experience advising on sustainability issues and ensuring compliance with relevant environmental and energy laws, regulations, and Executive Orders.
