NATIONAL GUARD MEMBERSHIP IS REQUIRED : This is an excepted position that requires membership in a compatible military assignment in the National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment.
This position is located in the US Property and Fiscal Office (USP&FO;) Comptroller Division, Financial Services Branch. The purpose of this position is to provide analysis, validation, processing and correction of financial transactions and issues/problems involving the full range of financial services.

WHO CAN APPLY:
GROUP I - All qualified Male/Female Enlisted Personnel currently employed (permanent) in the Virginia Army National Guard Military Technician Program.
GROUP II - All qualified Virginia Army National Guard Male/Female Enlisted Personnel, regardless of employment status (Traditional, Military Technician or AGR). To be considered as a Group II applicant, proof of appointment/enlistment in the Virginia National Guard must be attached if the appointment/enlistment occurred within 60 days prior to, or during, the advertisement period.
MILITARY CRITERIA: Applicant must be qualified and eligible for award of an MOS as follows: E: CMF: 42, 36; MOS: 25B, 51C, 92A, 92Y, 92Z
MILITARY ASSIGNMENT : Applicant selected for this military technician position must occupy a military assignment in the Virginia Army National Guard that ensures proper grade, unit, and MOS prior to placement.

DUTIES AND
Responsibilities: Performs broad-in-depth financial analysis of inter-related accounting, logistics and computer file systems concerning pay, accounts payable, and various travel entitlements. Performs in-depth analysis, complicated pay, travel, and accounts payable issues involving substantial corrective action and/or complicated adjustments and resolves issues, including assessing unusual circumstances or conditions. Analyzes particular facts of financial transaction problems/issues, verifies and evaluates data. Analyzes and resolves tax processing problems. Interprets data to identify problems, determines nature of the problem or issue, decides approaches to use to resolve issues, and recommends solutions for systemic changes to enhance operations. Researches, interprets, analyzes, and applies regulations, policies, procedures and legal decisions to work and/or resolve complex financial issues/problems. Performs or conducts research, investigates and solves problems. Performs complicated actions to solve problems associated with processing actions regarding multiple pay, travel, and accounts payable financial systems. Performs varied duties, involving financial services payment systems (travel, accounts payable, and pay; i.e. Joint Uniform Military Pay System Uniform Standard Terminal Input System (JUMPS), Operational Data Store (ODS), Standard Financial System ReDesign1 (SRD1), Defense Travel System (DTS), Integrated Automated Travel System (IATS), etc., by applying a series of different and unrelated methods, processes and techniques involving established financial management systems. Determines appropriate pay, allowances, and entitlements. Analyzes and processes transactions directly with U.S. Treasury and local financial institutions. Applies information derived from personnel management systems to ensure proper pay and entitlements to Soldiers and civilians. Uses computer master files systems. Determines appropriate payments to vendors. Audits the full range of pay, travel, and accounts payable authorizations and entitlements. Schedules, runs, and analyzes various financial system reports. Responds to requests for assistance/information from multiple sources.
MINIMUM
Qualifications: Experience, education, or training in progressively responsible clerical, office, or other work which demonstrates the candidates'' ability to communicate with individuals at different levels in order to assist and provide information. Experience using computers and automated systems.
SPECIALIZED
Experience: Must have at least 18 months experience doing thorough accurate work that requires a logical sequence of steps to accomplish a task. Experience in obtaining and interpreting information, organizing and developing clear and meaningful written information. Experience which included responsibility for the supervision and management of personnel.
QUALITY OF
Experience: Length of time is not of itself qualifying. Candidates'' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant''s record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
SUBSTITUTION OF EDUCATION FOR SPECIALIZED
Experience: Completion of 2 academic years of education in an accredited college or university will satisfy the requirements for GS-4 positions. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) _beyond the second year_is equivalent to 6 months of specialized experience for GS-5 positions.
Participation in direct deposit is mandatory.
Selectee may be subject to a one-year probationary/trial period.
Possess or be able to acquire and maintain a Secret security clearance.
